General
Description
The qualification programme is a service to you if you have problems in participating in working life but you do not have a medical diagnosis that provides the right to social benefits. The programme is planned in conjunction with you. It comprises measures designed towards work, and where necessary, medical treatment, training and personal activity which will make it easier to gain employment. The programme is full-time throughout the year. While you participate in the programme you will receive qualification support. You have the right to an individual programme.

Persons needing a close follow-up in order to enter working life.
Criteria
You are of working age but have considerably reduced working and income ability, and receive few, if any social benefits.
Partners
The offer of the qualification programme is made by all municipalities which have a labour and welfare office (NAV). By 2010 all municipalities will have such an office. Here, staff from the labour and welfare service and the municipal social services cooperate to provide comprehensive solutions.

Application
Complaint
If you are not satisfied with the decision, you may appeal to the municipality within three weeks of having been informed. Explain why you are dissatisfied and why you feel the decision should be changed. If you need assistance, you may ask the municipality. If the municipality upholds its original decision, the matter will be sent to the county governor, who will decide whether the appeal may be allowed.
Duration
The municipality shall consider your application as soon as possible. If the matter cannot be determined within one month, you will be informed of this in writing with the reasons for the delay. At the same time you will be informed when you may expect to hear of the municipality’s decision.
Processing
The municipality shall obtain the necessary information in order to determine the matter. A decision is consequently made. Normally, a reason is given for the decision at the same time. You will always be given a reason if there are grounds to believe that you will not be satisfied with the resolution. If the reasons are not stated, you may ask the municipality. This should be done within the time limit for making an appeal. The qualifying programme shall commence six months at the latest after the application has been received. Prior to commencing you will be given an obligatory work ability assessment.
